Grenoble Urban area (french Alps)

Feasibility study to implement a LEZ (Low Emission Zone). The Grenoble urban Area is drawing up a feasibility study with the support of Enviroconsult to implement a Low Emission Zone on its territory over the next 3 years. This study is part of a national experiment to test the Low Emission Zone in the largest cities of France. The Low Emission Zone (called ZAPA in France for "Zone d'Actions Prioritaires pour l'Air") have never been tested before in France and represent an important step for Air Quality local policies.

Regional Council of Ile-de-France, (Paris area, France).

Benchmark study of the best practices for the improvement of the Air Quality in the cities of Europe and worldwide. The regional council of Ile-de-France (area of Paris) has updated and adopted its local plan for Air Quality for the 5 coming years. In order to identify actions to implement in this local plan, the local council has asked Enviroconsult to conduct a study on the best practices for the improvement of the Air Quality in urban areas in Europe and worldwide. Many fields of activity have been studied: transport, indoor air quality, energy of building and housing, airports, information and awareness with a vision on existing synergies between air quality and GHG reduction.

The study started in 2010 with a full review of existing actions of air quality worldwide. Enviroconsult has developed a database of these actions classified by themes and wrote detailed fact sheets on the most relevant ones. In a second phase of this study, Enviroconsult studied in depth the actions selected by the area of Paris. These investigations lead to trips to the selected cities sometimes with members of the regional council to benchmark the key points of the actions.

Regional Council of Picardy - France

Assistance for the update of the Air Quality Regional Master. The objective was to evaluate the previous master plan, to compile an inventory of the situation in Picardy and retain a set of guidelines intended to set the future public policy towards emission control, monitoring development and improvement of public information.Partner: Asconit Consultants.

Paul Cezanne University - France

Indoor Air Quality diagnosis. To prevent risks and improve the comfort of its staff, the University Paul Cézanne wanted to assess the air quality within its administrative offices. To accompany its approach, Enviroconsult made a diagnosis of the indoor Air in accordance with standard AFNOR XP X43-401 "Audit of the air quality in non-industrial premises"

Regional council of Rhône Alpes - France

Review of the Air Quality regional Master Plan (PRQA) in Rhône Alpes. Evaluation and forshadowing of the future Master Plan. Partners: Asconit Consultants et Bonne Réponse (communication)

Regional Council of Basse Normandie - France.

Assistance in developing the Air Quality Regional Master Plan for Lower and upper Normandy. Because this document was intended for a large public, Enviroconsult has made up an extensive work of synthesis and extension to reach a large number of readers.

ADUGA (Urbanism and Development Agency of Amiens) France.

Assessment of the Energy and climate impacts of the territorial urban scheme of the area of Amiens (SCoT of Amiens). This territory counts 330 000 inhabitants living in 381 towns. Enviroconsult in partnership with Asconit Consultants identify the resources and opportunities for local energy and assessment Analyze the development of the territory in energy consumption and emissions of greenhouse gas emissions. We also make recommendations on energy consumption and greenhouse gases emissions.

ADEME CORSE - France

Energy and greenhouse gas inventory from Corsica. Enviroconsult has been retained by ADEME Corsica to update the energy balance of Corsica and to build up the greenhouse gas inventory of the whole island.

Bilan Carbone® and support for GHG reduction action plan. Toupargel is the French leader in frozen food home delivery with 3700 staff and a turnover of more than 360 million €. We developped a partnership with Toupargel to draw up their GHG inventory, to implement a GHG reduction action plan and to assist them with the definition of their sustainable development strategy.

Bilan Carbone® Enviroconsult has achieved the Bilan Carbone® of the Cemagref Institute (research and engineering institute for agriculture and environment). 10 Bilan Carbone® have been drawn up, one for each site.

Interministerial Delegation for cities

Bilan Carbone ® Enviroconsult has been chosen by the Interministerial Delegation for the City to achieve the carbon footprint of their structure, including hundreds of agents based on a site in Saint-Denis in Ile-de-France.

National Strategy for monitoring air quality. Recommendations of suitable methods of managing networks for measuring air quality. Selection of priority Indian cities to equip and budgeting of a program to provide equipment to international donors. Pilot study of monitoring networks in Delhi and Kanpur

Elaboration of the Air Climate and Energy Masterplan of the Rio Grande do Sul State in Brazil

Enviroconsult has completed the Air Climate and Energy Masterplan of the Rio Grande do Sul State in Brazil (PACE- Plano Ar Clima Energia). Taking place from March 2010 to June 2011, this 16-month project allowed a transfer of knowhow of French methodologies from the French Environment and Energy Management Agency (ADEME) and the Grenelle de l'Environnement, to the Brazilian context:

• the Regional Master plan for the Climate,
• Air and Energy (SCRAE);
• the Territorial Energy and Climate Plan (PCET),
• the Bilan Carbone® (GHG inventory methodology for public and private institutions).

This project has been a success on many aspects:

• Bringing forward French solutions and putting them to new uses
• Strengthening local environmental institutions
• Providing the Brazilian government with a new technical and political tool backed by the institutions of the State of Rio Grande do Sul involved in this project.

Enviroconsult, shouldered by the ADEME, guided on this project the Environmental Foundation of the Rio Grande do Sul (FEPAM), the Environment Secretary of State (SEMA-RS) and the State Government. A new territorial strategy was drawn to improveair quality management, reduce greenhouse gas emissions and adapt the territory to climate change through good practices for energy consumption and the development of renewable energy sources.

The project provided the State with the following studies:

• Energy Balance and GHG Inventory,
• Air Quality Monitoring Network Audit and Master plan for pollution management,
• Vulnerability and adaptation of the territory to climate change,
• Renewable energies development and CDM projects,
• Pilot projects of Bilan Carbone®,
• "business-as-usual" by sector Scenarios,
• Public policies evaluation,
• Technical consultations and concertation with stakeholders,
• Strategic orientations and recommendations for the action plan.

Integrating Climate, Air and Energy issues into a unique Masterplan had never been done in Latin America. The state of Rio Grande do Sul is known as a social and environmental pioneer, and set the example once again through this project, for the rest of the country and of the continent.
